How do we answer data element M2300?

Q: The data element M2300 asks if the patient been to the ER since the last OASIS was completed. Should we answer No if the patient had not been to the hospital until this transfer? Here is an example:  We admit on 02-02-10 and there is no patient ER visit or hospitalization until we transfer. How do we mark this question?

A: The response to M2300, Emergent care includes any emergency department visits for the entire period since the last time OASIS data was collected, including current events. A response of Yes would be appropriate if the transfer being completed involved the patient visiting the emergency room and then being admitted to an inpatient facility for a period of 24 hours or longer (except for diagnostic testing). A response of No would be appropriate if the patient was admitted directly to an inpatient facility without entering through the emergency room.
